Recent data from the Shanghai Medical Association's International Medical Services Branch reveals remarkable growth in Shanghai's international healthcare sector, with foreign and Hong Kong/Macau/Taiwan patient admissions increasing by 25% year-over-year in 2024. As China's primary entry point for international visitors, Shanghai has pioneered the development of comprehensive international medical service standards. Led by Fudan University's Huashan Hospital International Medical Center, the International Medical Service Specification (DB31/T 1487-2024) was officially implemented on October 1, 2024. This landmark standard represents China's first local regulation in the international medical field. The Shanghai Standard introduces several groundbreaking features including an integrated General Practice plus Specialty clinical model, multilingual services, streamlined appointment systems, and international insurance direct billing. Since implementation, all international medical service-focused private institutions and pilot public hospitals in Shanghai have adopted the standard, resulting in a 25% increase in international outpatient visits at Huashan Hospital from January to November 2024. The Shanghai Standard is rapidly gaining national recognition, with Shenzhen launching its international medical tourism pilot in July 2024 referencing Shanghai's framework. At the recent annual conference, the International Medical Sailing Forward initiative was officially launched, marking Shanghai's entry into a new phase of Medical plus Culture integrated communication. According to Wu Jinglei, Vice Chairman of the Shanghai Association for Science and Technology, the development will focus on serving foreign nationals in China and attracting international patients specifically for China's advanced medical expertise.
